PASMO and PSI are seeking a strategic, creative and dynamic leader with significant diversity of experience and historical success in conducting quality research, using evidence for decision-making, and managing an evidence portfolio and team. Candidates should have experience and/or show capacity in designing and analyzing rigorous quantitative and qualitative research, building and developing monitoring systems, using research findings and monitoring data to provide recommendations for strategic decision-making, and a record of leadership and developing others. The Evidence Director will be responsible for providing the vision, technical oversight, management, and quality assurance of the research, evaluation and monitoring activities across the region. A key function of this position is to enable the regional technical team to ensure that information needs for the design, implementation, and evaluation of program activities are met with quality and strategic data and analysis. Strategic Direction
The Evidence Director for LAC will be responsible for providing the strategic vision and leadership for the monitoring, research and evidence-based decision making activities across PSI/LAC network members, regional programs and regional marketing initiatives. This includes engaging with programs teams and New Business Development during proposal development processes, managing and coordinating work streams between monitoring and research functions, and providing leadership for the use of research findings and routine data for program design, implementation, course correction, and evaluation, and setting an agenda for external dissemination of research.
Strategic Use of Data for Decision-Making
Responding to the organization's information needs requires knowledge and understanding of the integration between research design and monitoring systems. PASMO and PSI conduct quantitative, qualitative, operations and marketing studies to provide evidence for decision-making for social marketing activities in the areas of family planning, HIV/AIDS, malaria, nutrition, gender, gender-based violence, water and sanitation, and non-communicable diseases. Programs also collect routine data through paper and mobile mechanisms, conduct referral tracking, and provide key data inputs to marketing, sales and social franchise activities. The Evidence Director will design and enact a strategic plan for strengthening regional capacity to deliver and maximize the use of research and routine data for program design and improvement in an efficient, cost-effective and integrated way. To achieve this plan, the Evidence Director will coordinate closely and leverage resources from PSI headquarters technical departments and from the global PSI network to ensure that available technical expertise is mobilized to the greatest benefit of the region.
Managing Human Resources Effectively
Strong evidence teams are built through effective staffing, leveraging skills and resources, identifying opportunities for collaboration and information sharing, encouraging creativity, and investing in staff development and recognition through training and performance management. The Evidence Director will build and provide leadership and supervision to a diverse team of professionals with the strategic vision that success derives from the skills, talents, and motivation of individuals and the camaraderie and mutual support within a team. The team currently consists of a Regional Research Manager, a Regional Monitoring Manager, two Researchers, a Monitoring Specialist, and Monitoring Coordinators/Research Focal points across 10 countries in the region.
Strengthening the Network
A strong organizational network requires proactive engagement by every network member. Regional and technical resources serve as a bridge to access network resources across the globe and as focal points to share lessons and experiences across countries and regions. The innovative portfolio of programs in the LAC region provide opportunities to test, learn and share strategies and approaches with other PSI network members and external partners. The Evidence Director will engage in strategic planning for program design and evaluation, and will seek out strategies to share findings with other stakeholders.
Our needs
- Master's degree (MA, MPH, MSc) in public health, behavioral sciences, population studies, psychology, communication, or a related field preferred; PhD a plus
- At least five years of professional experience in a leadership role
- Proven experience successfully managing and leading teams
- Familiarity with MIS systems and processes, particularly use of routine data
- Familiarity with mobile data collection
- Demonstrated ability to design, analyze, disseminate, and manage monitoring and evaluation of HIV/AIDS, family planning, malaria, or child survival programs
- Strong technical writing skills
- Experience working in situations of political and social sensitivity
- Total fluency of Spanish and English required. French a plus.
Repertoire of desired expertise/skills includes:
- Experience in market research
- Knowledge of MIS systems, specifically DHIS2
- Knowledge of Stata statistical software, GIS software
- Experience with logic model and logframe development
- Experience conducting secondary analysis of quantitative data (DHS)
- Experience developing others
- Experience developing dissemination plans
- Experience in proposal development
