Executive Director - Manhattan Educational Opportunity Center (Administrator)

As a member of the executive team, reporting to senior executive management, the Administrator oversees one or more College administrative functions to meet strategic goals and provide responsive, cost-effective, and high-quality services and programs. He/she plans, implements, and manages key programs with responsibility for budget, personnel, and daily operations and coordinates and participates in key College- and University-wide committees and advisory groups.
The Executive Director is the Chief Executive Officer of the Manhattan Educational Opportunity Center (MEOC), located in Harlem. MEOC is a forty year old adult education facility that serves the academic and vocational training needs of low-income residents of New York. The person who holds this position will report to the President of BMCC/CUNY or his/her designee. The Executive Director is responsible for all areas of institutional operations and development. He/she collaborates with the State University of New York (SUNY), BMCC and statewide directors of EOCs, and maintains external relationships with campus personnel, colleges and universities, public schools, civic organizations, professional associations, governmental agencies and officials, corporate entities, and community-based organizations.
Duties include:
- Supervise all areas of the institution, including Academic Affairs, Business Affairs, Facility Operations, Student Support, and Research and Development.
- Establish long- and short-term goals for the EOC that are consistent with SUNY EOC Guidelines and objectives and those of the sponsoring college.
- Develop policies relating to the operation of the Center.
- Prepare and administer the EOC budget and adhere to budgetary policy in accordance with the New York State Finance Law and procedures.
- Direct and supervise the recruitment, selection, and recommendation of all new staff members according to established BMCC human resource policies and procedures.
- Recommend reappointment, promotion, dismissal, salaries, and other matters of concern related to individuals and departments within the Manhattan EOC.
- Review and evaluate curricula and programs within the Center.
- Direct and supervise institution-wide strategic planning, program research and development, analytical research studies, as well as the development, implementation and evaluation of grant proposals.
- Direct matters relating to program accreditation, grants, affiliations, and articulation agreements with off-campus agencies.
- Develop favorable and cooperative relationships between the Manhattan EOC and public, private, and nonprofit organizations, including professional associations and agencies.
- Perform other related duties as assigned by SUNY and BMCC.
This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience. Additional qualifications are defined below by the College. Master's Degree with a minimum of eight years experience in an educational or business setting preferred. Appropriate experience with programs dealing with the underserved and the ability to work with a culturally diverse population. Knowledge of principles, practices and procedures of education; principles and techniques of administrative supervision and decision making; program development, implementation and evaluation; knowledge and understanding of the importance of technology as it relates to academic excellence, institutional effectiveness and administrative support; and knowledge of regional business, industry priorities, and state and local government operations. Demonstrated track record of leadership in workforce development and in a professional/community arena; superior oral and written communications skills. Superb managerial skills in education or related field a must, combined with five years of administrative experience in financial analysis, policy analysis, and institutional research preferred.
