1. The
meeting was called to order at 12:35 p.m. by President Pippa Norris. She welcomed the attendees to the meeting and
proceeded with the agenda.
2. The
minutes from the last meeting, prepared by Mamie E. Locke, were reviewed.
3. The
Best Dissertation Award was presented by Susan Gluck Mezey, Committee Chair, to
Michele Tracy Berger (University of Nevada, Las Vegas) for her dissertation,
"Workable Sisterhood: A Study of the Political Participation of
Stigmatized Women with HIV/AIDS."
4. The
Best Paper on Women and Politics Prize was presented by Mamie E. Locke,
Committee Chair, to Leonie Huddy (SUNY, Stony Brook) for her 1998 APSA paper
"The Social Nature of Political Identity: Feminist Image and Feminist
Identity." The Best Paper
Honorable Mention was presented to Kathleen Casey and Susan Carroll (CAWP,
Rutgers University) for their 1998 APSA paper "Wyoming Wolves and Deadbeat
Dads: The Impact of Women Members of Congress on Welfare Reform."
5. The
Treasurer's report, prepared by Treasurer Lee Ann Banazak, was presented. The beginning balance for this year
(8/27/98-8/11/99) was $3513.43. Income
during the year was 3013.87, while expenditures were $1042.11, leaving an
overall balance of $5485.19. Over the
past three years the Section's newsletter costs amounted to between 46% and 48%
of Section income.
6. The
Newsletter report was presented by Newsletter Editor Dianne Bystrom. The Section has moved to the publication of
an electronic newsletter, which saves time and money. She plans to publish the newsletter three times a year, once
right before APSA, once in late December/early January, and once in late May. Section members are encouraged to submit
material to be published in the newsletter.
The newsletter will be sent as an attachment (in Word and RTF) as well
as posted on the Section's website. Dianne
Bystrom relayed a suggestion by Lee Ann Banazak to send out one last mailing
alerting Section members to the new electronic version of the newsletter and
how to receive it. This suggestion
received unanimous support.
7. Executive
Council member Lisa Baldez proposed the establishment of a Listserv for the Section. After discussion the creation of a Listserv
was supported. There was universal
agreement that all Section members should initially be included on the
Listserv, with clear instructions on how to withdraw.
8. The
1999 Program Chair, Eileen McDonagh, reported a number of complaints regarding
proposals this year, with numerous proposals sent to APSA not reaching the
Section Chairs. For the 2000 meeting
all submissions and acceptance notifications will be made electronically. She was able to co-sponsor nearly one-half
of the section's panels with other sections.
9. The
2000 Program Chair, Gwendolyn Mink, discussed her plans for the 2000
program. The deadline for proposals is
November 15, 1999.
10. Eileen
McDonagh was chosen as President. Gwendolyn
Mink was chosen as President-Elect.
Jane Bayes was chosen as President-Elect-Designate and 2001 Program
Chair. Jane Bayes and Joan Tronto were
elected to the Executive Council. All
were elected by acclamation. The
current Section officers are: Eileen McDonagh (President), Gwendolyn Mink
(President-Elect and Program Chair 2000), Jane Bayes (President-Elect-Designate
and Program Chair 2001), Lee Ann Banazak (Treasurer), Mark P. Jones
(Secretary), Dianne Bystrom (Newsletter Editor), Lisa Baldez, Jane Bayes, Susan
Gluck Mezey, and Joan Tronto (Executive Council).

13. Announcements.
Pippa Norris (Harvard University)
reminded Section members of the existence of the Marguerite Ross Barnett
Research Grant, created as part of the APSA Centennial Campaign, and encouraged
Section members to contribute.
Karen O'Connor (American University) is
the new editor of Women & Politics. All past reviewers as well as anyone else
interested in reviewing were asked to complete a reviewer data form.
Cindy Simon Rosenthal (University of
Oklahoma) announced a conference (Women Transforming Congress: Gender Analysis
of Institutional Life) to be held April 13-14, 2000 at The Carl Albert Center,
University of Oklahoma. Funding is
available to support attendance by graduate students.
Zehra F. Arat (Purchase College, SUNY)
distributed a petition to create an APSA Organized Section on Human Rights.
