The Herbert Kaufman Award, given to the PA section paper
judged to be the best presented at the last annual conference,
will be presented to Sergio Fernandez (Indiana University),
Craig Smith (University of Georgia) and
Jeffery Wenger (University of Georgia) for "Employment
Privatization and Managerial Choice: Does Contracting Out
Reduce Public Sector Employment?"
The selection committee was comprised of Richard Feiock,
Roger Hartley, and Christopher Stream.
