Stuart, you might want to read John G. Burke, "Bursting Boilers and Federal Power," TECHNOLOGY AND CULTURE, 71 (1966): 21 - ? Its all about the problems of steamboiler explosions on, mostly, southern rivers in the mid-ninteenth century. You might also want to read parts of Elizabeth Monroe's SPANNING THE COMMERCE CLAUSE, which deals with the Wheeling Bridge Case, but has a lot about steamboating (the boats had to go under the bridges).
