According to both the DAB and the Biographical Directory of Congress Ingersoll was attorney general of Pennsylvania from 1790-1799 and 1811-1817 --thus not at the time of the case you cite. The BDC also says he was the U.S. district attorney for the eastern district of Pennsylvania, but does not specify for what dates--however the listing position implies it was between the above two dates.
