My event is predicated on the long history of responsa concerning the proper boundaries of a walled city, esp. Jerusalem. (Trace from Megilla 19a.) From the first building outside the wall, until today, the desire to be part of Jerusalem seems to have overwhelmed the better judgment of most neighborhoods (just read the responsa between the lines). The operative principle is that a city must be visible from it's suburb, or contiguous therewith, if the suburb is to celebrate on the fifteenth. The "Twin City" is, of course, the Heavenly City of Jerusalem.
