While he acknowledges the uniqueness of German nationalism, he also writes that it is one "among many" European nationalisms, which occurred "within a broader process of modernisation." He argues that German nationalism was very protean, did not always emphasize anti-Semitism, and did not always point to the Holocaust. But the main thrust of his work is more positive, in the sense that it stresses the nationalism of German Liberals, who wanted to overcome the restraints of respective German states.
