I found your query interesting. May I make two
suggestions from my own work. In my Welcoming the Undesirables:
Brazil and the Jewish Question (UCalifornia Press) I discuss the
idea of Jews as "non-whites" in Brazilian elite
conceptualizations. I also found some materials where Brazilian
officials linked Black nationalists from the US with Russian
Communist Jews as "undesirable" immigrants. I think I mentioned
it in my "Are African-Americans African or American? Brazilian
Immigration Policy in the 1920's." Review of Latin American
Studies 4:1 (1991), 115-137. But it may be in Meade, Teresa and
Gregory Alonso Pirio. "In Search of the Afro-American "Eldorado":
