Akira Kurihara is looking for 'a good American ethnic studies
program' at the PhD level in the Tokyo area.
If Akira needs a well organized American ethnic studies program
for graduate students, viewed from the American standard, there
is no such thing available in Japan.
There are some good American studies programs in and around
Tokyo, but, as far as I know, none of them gives their focus
especially upon ethnic studies.
If one wants to study along with some well organized program
designed for American ethnic studies, it should be a much better
idea to keep on studying in America.
If one has some unavoidable reason to stay in the Tokyo area, the
best thing one can do is to find a good teacher who is an expert
researcher in this field, and enroll in the graduate school where
the teacher teaches. Generally, the Japanese graduate school is
more like an apprentice system than a vocational school.

One of the American universities that has established a campus in
Japan (only a few in Tokyo Metropolitan Area) would probably be
your best bet. Temple and John Hopkins have the most extensive
programs, however I'm not sure if they cover your field of
interest.
