[Co-editor's note: Christian Klos, of the University of
Konstanz, writes of the establishement of a Web site by The
Center for International and European Law on Immigration and
Asylum, directed by Prof. Dr. Kay Hailbronner. "As a special
service," he writes, "this new web site contains a structured
directory to other related sites. This directory - our so-called
PASSERELLE (small bridge) - is one central issue of our site. It
is designed to be a major starting point for any internet
researchs concerning migration policy. We have collected many WWW
addresses in the last year to provide it for YOU! Please
apologize if your web site is not stated in the PASSERELLE. We
will continuosly actualize it. If you know a relevant source or
if you have other suggestions, mail to the system operator,
please (e-mail: Christian.Klos@uni-konstanz.de).
"In addition to the PASSERELLE we offer information about
the projects and the staff of our Center. Using the World Wide
Web the employees of the Center hope to get in touch with other
research facilities and people involved. The exchange of
information and the electronic communication could be a suitable
basis for an international discussion on migration policy. Staff
members will publish statements and opinions in the site for this
reason. The next major project of the Center will be a
publication under the title "Immigration and Asylum Law and
Policy in the European Union". Therefore we are highly interested
to provoke a larger discussion about the possibilities and the
limits of a harmonisation of asylum and immigration law in the
European Union."

2) [The Center:]

The Center for International and European Law on
Immigration and Asylum was founded in 1994 by Prof. Dr. Kay
Hailbronner. He holds a professorial chair for public law,
international law and European law at the university of
Constance, Germany. He is specialized on the law on immigration
and asylum for a long time. By that reason Prof. Hailbronner saw
the necessity to emphasize the international context of migration
law and the need to get this topic into the public and academic
interest by creating a specialised research center.=20
Though the law on immigration and asylum has an
international context naturally, the right to stay is
traditionally given by the states concerned. The competence
concerning the regulation of the entry to the own territory and
the residence of foreigners are central part of the states=92
sovereignty. Nevertheless the single states decisions on
migration issues are not free of obligations. Several agreements
under international law and rules of the international customary
law create a minimum standard in regard of the treatment of
migrants. In addition, the harmonization of the different
European legal systems has reached the field of asylum and
immigration policy yet. In consideration of a permanently growing
world population, the emergence of a gap of prosperity and a
constant danger of military conflicts the international law has a
decisive function of pacification. The migration policies of
different states or federations of states can achieve an
equitable balance between all involved only if holding on to
recognized minimum standards.
For these reasons it seems to be necessary to present
ideas and expert opinions to all decision-makers and interested
people concerned with migration law and policy. The employees of
the Center feel obliged to this task. Using the World Wide Web
the employees of the Center hope to get in touch with other
research facilities and people involved. The exchange of
information and the electronic communication could be a suitable
basis for an international discussion on migration policy.
