AtEase will let you control access to application on the server, the local
hard drive(s), CD's and floppies. It will also let you disable access to
the floppy drive as well as any CD's that you don't have listed for access.

We use AtEase in our student delivery lab. It's far from perfect, but it
does the job we need.
