If you have a full (configurable) version of Pine, you should be able to
use setup to allow for attachments. Your header will then have a line
between cc: and Subject: that says Attachment:

While on the Attachment line in the composer, use Control J to add an
attachment. The file must be in the directory from which you are running
Pine, or you will need to specify the path to the fine. In any case, the
file will have to be on the same disk. (i.e.--if Pine is running on a
Unix server which you access from a desktop PC, you must transfer the
file from your local hard drive to your personal directory on the Unix
machine before you can use attach. FTP the file from your local drive to
your home directory, then use attach to include it in your message.
