Help, I can't download files

Thanks for allowing me in this newsgroup. I am a computer illiterate. I
would like to download files, such as files that are zipped. I just
tried to download some IRS forms. They are in a PDF format. Everytime I
try to download these programs to help view the material, I receive at
the end of the download. Unable to launch application. Error Code 16. I
have no idea what this means. Please help!
