What is computer literacy for k-12?

I am currently working on a guiding definition and set of competencies
for k-12 computer literacy for the school district I work in. Does
anyone know of any resources--online, printed, or otherwise? Does anyone
know of a district that has written a functional definition of what
computer literacy is for a k-12 student? I would greatly appreciate any
information or thoughts on the topic. Thank you
