I've just been asked to coordinate my college's web site (surprise).

Can anyone direct me to sources for:

1. Web site policies/management for small
organizations/colleges.

2. Word processing templates or other software to enable
secretaries to produce/update HTML documents easily and
efficiently.

I am looking for the most simple, efficient management tools I can
find. Any assistance is greatly appreciated.
