I have been involved in the development of Technology Plans for some years
but about a year or so ago I was at a conference where Allan November was a
presentor. He talked about the need -- not for a Technology Plan -- but
for a Technology Use Plan. That has made a great deal of sense to me. It
puts the technology in a context of instruction, allows for discussion of
the hardware/software needed for the goals of the use and the need to
provide professional development for teachers who will be helping students
find the best use for the varied technologies. You might want to think
about it in that context.
