The update is no longer free from Apple, that expired at the end of May.
You can, however, still get it for the cost of an issue of MacUser. It's
bundled in with the current issue (although a recent check of bookstores
showed them few and far between).

I've installed over several old systems with no problems. The only
drawback to a clean install is that you have to pick through all your
System Folder files and move the ones over that you need that weren't part
of the update. You also have to decide about preference files. I just
back the whole folder up in case of disaster and do an update install.
