COL-ICDE AWARDS OF EXCELLENCE

Call for Nominations

During the International Council for Distance
Education (ICDE) world conference in Bangkok in 1992, the
Commonwealth of Learning (COL) and ICDE agreed to
establish joint awards of excellence to be presented at
each subsequent ICDE world conference. The first such
awards were made at the 1995 conference in Birmingham.
Individual awards were presented to Sir John Daniel and
Professor G. Ram Reddy with a special individual award
being made to Professor Sharifah Shahabudin, while the
institutional award went to Sukhothai Thammathirat Open
University. Since the initial awards were made in
Birmingham, COL and ICDE have approved some changes and
these are reflected below.

At this time, the President of COL, Professor
Gajaraj Dhanarajan, and the President of ICDE, Professor
Armando Rocha Trindade, call for nominations for awards
in the following categories to be presented at the next
ICDE world conference at The Pennsylvania State
University in June 1997.

I. The G. Ram Reddy Memorial Awards

These awards are named in honour of the late
Professor G. Ram Reddy, who died suddenly a few days
after receiving one of the first COL-ICDE awards. These
awards will recognise significant contributions to the
development of open and distance education in practical
and/or theoretical terms. The terms of reference are
designed to allow the adjudicators to exercise broad
judgement in making their recommendations and are thus
intended as guidelines rather than as prescriptions.

The awards may recognise distinction in one or more
of the following areas:

1.Contributions to research in open and distance
education.

2.Contributions to the development of instructional
techniques in open and distance education.

3.Contributions to the development of student
support techniques in open and distance education.

4.Contributions to institution building or
development of open and distance education.

Contributions need not be restricted to the period
since the previous ICDE conference. The adjudicators
will attempt to ensure a gender balance between these
awards and are required to recommend awards, in this
category as well as in the other two categories, only if
they believe that nominations of sufficient quality have
been received.

II. The COL-ICDE Individual Award of Excellence

The award in this category will recognise
significant and innovative work in the areas noted above.
It is designed to draw attention to developing activities
that, while they may not be complete, clearly advance the
field of open and distance education.

III. The COL-ICDE Institutional Award of Excellence

This award may recognise significant institutional
achievements in one or more of the following areas:

1.Contributions to increasing access to educational
opportunities in the jurisdiction in which an institution is located.

2.Innovative techniques in open and distance education.

3.Innovative contributions to the organisation or
administration of open and distance education.

4.Contributions to the development of open and
distance education on a national, regional or international level.

Such contributions need not be restricted to the
period since the previous ICDE conference.

IV. Procedures

Awards will be made according to the following
procedures:

1.Individuals or institutions may be nominated by
members or member institutions of ICDE or by individuals or
institutions collaborating with COL. Nominees need not, however,
be restricted to these groups.

2.Nominations must be signed by three individuals
as described above or, if submitted by an institution, by the Chief
Executive Officer of the nominating institution.

3.Nominations will be accompanied by a statement of
no more than 1,000 words describing the reasons for making the
nomination. Individual nominations must also include a copy of the
nominee's curriculum vitae. (Note that nominations will not be considered
unless accompanied by the prescribed documentation).

4.The Presidents of COL and ICDE will issue a joint
call for nominations one (1) year before each ICDE world conference.

5.The Presidents of COL and ICDE will appoint a
three-member adjudication committee including both men and
women.

6.The committee will make recommendations to the
Presidents of COL and ICDE who will announce the awards so that
recipients may be recognised at the ICDE world conference.

The adjudication committee will be chaired by Dr.
Ian Mugridge and nominations should be sent to him before
30th November, 1996, at:
