The major policies I have been looking at are the Telecommunications
Deregulation Act of 1996-passed by the Feds this year. There are many
implications in this bill for education.

Among them are:
Access and Equity
Pricing for Internet Connectivity
Special Education
Pornography- now seems to be a dead issue but I think the bill is still going
to the Supreme court but with a recent presidence indicating there will be no
Act protecting children and "free speech" will remain the policy of chioce.
