I had problems not only with Netscape but also with problems opening the
finder when upgrading to System 7.5.3. I called Apple and they told me to
increase my RAM cache to 256 since I have 16 megabytes of RAM, make sure
that the Netscape memory (as well as the memory in all other applications,
such as Eudora) is set at the preferred size instead of the minimum size,
and disable all extensions that you don't need. I am still using MacTCP by
setting the network control panel to classic instead of Open Transport.
This seems to work so far.

Sometimes it depends on the site you are accessing, the time of day, and
traffic on the telephone lines.
