Internet access for LANs

Our school corporation is about to install Internet access for two of our
buildings, high school and elementary. Through a quirk of funding and
grants, we will be using two different setups.

The high school will have a 56k line, CSU/DSU and router with an Internet
Service Provider. The ISP will provide a local dialup number for community
patrons. We will be able to post a web page on the ISP's server. We are
running Novell 3.11 on that LAN.

The elementary school will have a 56k line which is part of a state
infrastructure connecting schools and libraries. The consulting firm
working with the state is recommending Quarterdeck IWareConnect. It
installs on a Novell file server, allows no access from outside, but
eliminates the step of running TCP/IP on all workstations because it runs
TCP/IP on the file server. We are running Novell 3.12 on that LAN.

My questions are:
1. Will teachers and others with valid accounts on the high school
server be able to access their files through dialup?

2. Does anyone have experience with Quarterdeck IWareConnect?

3. Does anyone have suggestions for standardizing these two setups
so that I will not lose my mind trying to get them up and keep them running?

BTW, this is a small school corporation (about 1200 students), entirely
Wintel computers, currently running WIN 3.1.
