Running out of system software memory

I upgraded to System 7.5.3 from 7.5 and after using it a while, got a
message saying that I was running out of memory and needed to close windows
and applications. I closed all of them and nothing but the finder was
showing in the upper right hand corner. When I tried to open the hard
drive, I got a message saying that I was out of memory and needed to close
windows and applications, even though nothing else was open. I restarted
the machine and everything was OK.

When I opened About this Macintosh, I noticed that the system software
takes up almost all of its allocated memory. I had the same problem using
System 7.5. Apple told me that was normal and I didn't have anything to
worry about. The service technician at my Apple dealer said that because I
had backed up my entire hard drive on my external hard drive, that could be
causing the problem. I erased the backup (which still had 7.5 on it) as
well as several applications and restarted the machine, but I am still
using almost all of the memory allocated to the system folder. There is no
way to increase memory like there is on other programs.

I have 16 megabytes of RAM and am using Virtual Memory on my 6115CD. All
of the numbers show up correctly on the About this Macintosh window. Can
anyone give me any suggestions? I thought about trashing printer
extensions but don't know if that will help.
