I do not know how it is in your city, but, in Houston, Texas, the Chapter
I (schools with many poorer students/families)
schools each has many more new and powerful computers than regular public
schools. The schools located in very rich area are able to have PTA fund
raising event to buy computers, so they are doing fine. The saddest
group which is not covered by any kind of government or PTA help is the
MIDDLE CLASS schools. They are not Chapter I, and not rich, so most of
them are still using a few old computers and do not have to money to hire
any computer specialist.
