The answer is: It depends on what you are trying to teach. If you want
students to be able to locate and access resources, assess the procedures
used. If you want students to be able to locate and gather material
relevant to specific topics, assess that. If you want students to be able
to analyze and synthesize materials relevant to specific topics, assess
that. If you want students to be able to do all three, design all three
into your scoring rubric for the task.
