It's true that the bookmark file is written to. This has to happen for
Netscape to keep a track of the documents in the cache folder.
However, it is possible to edit bookmarks - just use a good text editor.
On the Mac I use BBedit. You should be careful to rename the file
bookmark.htm(l) (for mac users) and, for mac users, to set the type and
creator of the document correctly. Of course you don't have to do this if
you are just editing the original.

It's also possible to edit the bookmark file so that it becomes
hierarchical. Email me if you want more info.
