Initially, I had the same problem when I installed my USRobotics modem.
The pros at our computer center suggested I set the modem at a lower
spend since the high speed and the speed of the system I was calling into
didn't quite mesh. Voila. Resetting at 9600 turned the trick for me.
You might check with your server re this problem and reset your speed.
