What strikes me right off the bat is that the program would be a good one
in which to seek partnerships with higher ed institutions, and industry in
your area. Have you explored the possibility of working with a vocational
college to establish a program on your campus(es)? They already have
trained staff. If there are electronic manufacturing companies in your
area, they are already used to dealing with the problems you describe, and
rather than compete with them, how about getting their support for a
program that provides advance training for their workforce?
I'm becoming more tuned in to this as my district seeks funding sources for
technology. Much of the grant application literature I encounter either
recommends or REQUIRES that schools establish such partnerships in order to
spread the costs and benefits of up-to-date technology.
