You might try replacing EMM386.EXE with a fresh copy from the master
disks. Look on the Windows disks and find EMM386.EX_. Then give this command:
Expand A:\EMM386.EX_ C:\Windows\EMM386.EXE
Could also be some parameter setting for your EMM386.EXE line in
CONFIG.SYS is causing trouble. Check the Netscape documentation.
