Help with Ram and Windows 3.1 configuration

A friend of mine recently upgraded his computer from 4 mgs of ram to 8 mgs
of ram.

He's using Windows 3.1

The installation of the ram went smoothly. He restarted his computer and then
he tried to run Windows 3.1, but he keeps getting the following message ....

"Invalid VxD dynamic link call to device 0001, service 0B04. Your Windows
configuration is invalid. Run the Windows Setup program again to correct this
problem."

He ran the setup program but could not find anything. He even reinstalled
Windows 3.1.

What is is problem and how can he remedy it?
