Lily,
You have such a program right now - the capability exists in Windows.
Pressing the Print Screen key copies the entire screen to the clipboard.
Pressing Alt + Print Screen copies the visible portion of the active
window on the screen to the clipboard. These procedures create bitmap
(BMP) files which can be read in many graphics packages including the
Windows' Paintbrush program.
