HP DeskWriter 520 Problem

My HP DeskWriter 520 printer is having problems. When I turn it on,
the ink cartiage starts to travel across the bar and then get stuck. All
the lights on the control panel flash and I have to turn it off then on.
Now it has gotten so bad, it gets stuck every time.
Anyone know what the problems is and how to fix. Or do you know a
list or site on the Internet where I can go for technical assistance.
