Technically speaking,
you don't need to convert text to html.

Any pure text file (e.g., ascii text) file can be read by any web
browser. If the files of which you speak are word processor files, save
them as text files, upload them to the webserver. There they can be
accessed by anyone on the web. They will appear plain in courier black
on gray (for most of us).

If you wish to format the files - add graphics, bold, change font size,
italics, use color - then you need a html editor (dedicated or one that
is part of a wordprocessor).
