I did some research on the web and came up with the following:

Error -39 is defined as "end of file", which really means a file is
corrupted and can't be used. If available, run Norton's Disk Doctor, Disk
First Aid or another type of tool to check your disk for any other type of
problems.

Then, I recommend that you delete Netscape and its preference file and
reinstall it. Hopefully, that will eliminate the error.
