It only gets rid of files as necessary to stay within the space
requirements you've set in the preferences (and probably some other
internal logic). If you want to clear it completely, go under the Options
menu, select Network Preferences, select the Cache tab, and press the Clear
Disk Cache Now button.

It's generally not a great idea to mess around in Netscape's preferences
folder unless you're sure you know what you're doing.
