Mail spoofing

Our high school is in the process of issuing e-mail accounts to all of our
staff and students. We are using Eudora Lite and we have an ISDN line. The
kids are very enthusiastic about the Net and e-mail, and they are used
responsibly most of the time.
Is there any way to prevent mail "spoofing" i.e. sending mail using someone
else's name. For example, some students showed me that they can send mail
to someone and make it look like it is from the principal. Endless potential
here for pranks! Can we prevent this (my technical advisors say no). Is
policy the only way to control this?
