What does the user care if the path is digital or analogue, as long as it

In Victoria (Australia) I suggest you contact SoFNet, the Department of
School Education's Interactive Satellite Learning Network which uses
satellite broadcast (which can be received in all schools in the state)
integrated with response via phone and fax. It is used for course delivery,
teacher professional development, and other administrative purposes. Sorry
I don't have a direct contact (working at home) but should be able to
contact via http://www.dse.vic.gov.au

For digital video and its use in schools suggest you look at the North
Carolina Information Highway.
