Roy Sundstrom argued:

But Godolphin never had oversight of other ministers within the
cabinet who often acted very independently (especially Harley).
Walpole would have been able to dismiss a Harley without question;
Godolphin had to force the hand of Queen Anne to accomplish that
feat.
