I would make the case for Sidney Godolphin, Lord High Treasurer under Queen
Anne. Not only did he raise the money necessary to fight the War of the
Spanish Succession, but from 1702 to 1708 he was the dominant political
force in Parliament and had significant influence in diplomatic and military
strategy.
