I have just riffled through my notes, and I am afraid I cannot find the
exact reference, but I am pretty sure that an article appeared in JBS(?) in
the 1970s by Henry Horwitz and one of his students which revolved around
computer analysis of committees in the Commons. If you cannot find it
any other way, you could always write to him at the University of Iowa.
