So far, the closest thing I have found is a series of map collections
sold by Cartesia Software called MapArt. The map for the British Isles
contains the modern counties as well as the major cities. I realize that
this may not be as helpful as having an electronic map of the historic
counties, but with some effort, the EPS boundaries could be altered. And,
since the maps are constructed in EPS format, each county is a separate
object, and thus easily altered with colors, patterns, etc. I know that
the company also sells a series of high resolution maps which show
the rivers but no political markings. The catalog I have has a section of
the map of Scotland, and it is quite detailed. Yet, I have never worked
with this collection. I have a number here for Cartesia (1-800-334-4291),
but you may find that the larger software distributors offer a better price.
Hope this helps. Let me know if you locate a better product, as I too
would like more suitable maps, particularly with the historic counties.
