Query: The Iron Duke and the iron horse

The Duke of Wellington, British war hero and statesman, had an unhappy
relationship with the railways. For instance, he was present at the world's
first fatal railway accident. My father used often to quote a remark he is
supposed to have made, something along the lines: [Railways] "...will only
allow the masses to move restlessly and aimlessly about.". I think the
occasion would have been either the opening of the Manchester Railway in 1830,
or the debate in the House of Lords of a 'Railway Bill' about that time or
slightly earlier.

Can any students of Wellingtonia help me confirm this quote, determine when
the remark was made, and find out what the beginning of the sentence was?
