I'd say it would be fairly impractical for an American citizen without
independent means to do so (they or their family can afford the much
higher costs, or they get a Fulbright or something similar. Few
assistantships for Americans).
On another, related, note, some might remember a letter in the AHA
"Perspectives" a few years ago charging that American universities would
prefer to hire a mediocre British scholar to an excellent American one,
which generated a bit of heat for a few issues.
