doctoral programs in modern Britain/Europe

A few days ago the Ohio Board of Regents decide to retain intact one history
Ph.D. program (Ohio State), reduce one to contemporary history (Ohio Univ.),
and phase out altogether the others (Akron, Bowling Green, Cincinnati, Kent,
Miami, Toledo). Although existing doctoral students are allowed to complete
their degrees, some students understandably are considering a transfer to a
program not under a death sentence. I have a first-semester doctoral student
(M.A., Alabama, high GRE score) who is thinking about a transfer. His general
period is 19th, 20th cents. He has been exploring a dissertation on Victorian/
Edwardian popular religion and "superstition" but is flexible about a research
topic. Although he will apply for aid, he can pay his own tuition. I know
that many doctoral programs are cutting back on admissions, so I post this to
inquire about institutions where it is worthwhile to send an application.
