Citation of electronic source material

Some months ago, someone raised a number of very good points in a
book review published on H- Albion, but when I asked for guidance on
citation none was forthcoming. Now, according to Don Spaeth,
academics are now considering the place of such material in relation
to journals - with a view to credit in assessments. In further
correspondence, Dr Spaeth told me that "Citation is indeed a
problem, not least because the lack of agreed standards for citation
make it harder to convince the profession (e.g. the members of the
panel) that electronic publication can be as valid a means of
communicating research results as paper-based publication." So:

1. Would anyone care to suggest a format for a book review or article
`published' on H-Albion?

2. How do subscribers feel about the perception of others that
electronic publication is not as valid a means of communicating
research as paper?
