Dear Paul,
The bill she vetoed was the Scots Militia Bill, and according to the best
biography of her (Edward Gregg's), she did it because she felt it
impinged on her prerogative. The event passed almost unnoticed, which
says a lot for the significance of the bill and her popularity!
