OAH Launches Grass Roots Lobbying Effort on Behalf of the National
Endowment for the Humanities - During the spring congressional recess
the Organization of American Historians (OAH) is working to ensure
that all members of key NEH appropriations and r eauthorization
subcommittees receive at least three visits in their home offices.
Members of the House will be in the home districts until May 1 and
members of the Senate will be in the states until April 24.
OAH requests that those willing to make a visit send an e-mail message
to OAH@INDIANA.EDU with your name and the name of your member of
Congress. OAH will provide position papers and other background
material on request.
There are two issues pending at this time -- reauthorization of NEH
and FY'96 appropriations. On reauthorization, there is no activity in
the House; however, Senators Nancy Kassebaum (R- KS), James Jeffords
(R-VT), Edward Kennedy (D-MA), and Claiborne Pell (D-RI) are currently
developing a bill that they hope to introduce by the end of May. On
appropriations for FY'96, supporters of NEH have a problem in that the
Republican leadership in the House has indicated that they do not
intend to appropriate funds to an unauthorized program. Supporters of
NEH are thus urging the appropriations committees to include money in
the FY'96 bill for NEH, even though it may be deleted on a technical
point of order. If money is not set aside for NEH at this point , all
funds could be allocated to other programs, thereby eliminating the
possibility of funding even if NEH is reauthorized later in the year.
