Seeking to form a panel for the American Society for Legal History (ASLH) Annual Meeting / Conference in St. Louis, Missouri on Nov. 8-11, 2012. This panel will touch upon the areas of legal reform, insurance, federal politics, federalism, or tort law. My presentation will concern the failed initial federal efforts to enact tort reform at the federal level in the 1970s and early 1980s.
