Executive Summary
CARE Nepal has been working on 1325 with the poorest and most marginalised women from the grassroots up. When poor, vulnerable and socially excluded women are empowered and given the opportunity, they show themselves ready and able to begin untangling the knots of politics and Gender-based prejudice to work out their own solutions. Hierarchies in various forms prevent women’s meaningful participation, especially PVSE women. There are parallel universes with the women mostly in one universe, the men in another.
