1 January 2010 marks the bicentennial of the arrival of Governor Lachlan Macquarie. Chief Justice James Spigelman will deliver the Annual History Lecture 2009 on the Royal Commission conducted by John Thomas Bigge. His conclusions have been the subject of controversy, particularly with respect to the balance between deterrence and rehabilitation in criminal punishment, and the balance between the public and private sectors.
